The City of Bismarck and Burleigh County established the Bismarck/Burleigh Combined Communications Center through a Joint Powers Agreement in the 1980's.

Services
The Combined Communications Center uses integrated telephony and radio consoles, computer aided dispatch, and digital mapping to provide a more efficient and managed service to the community and first responders. The Combined Communications Center's Enhanced 9-1-1 system is capable of receiving calls from landline, wireless, TDD (hearing impaired), and VoIP (voice over internet protocol) services.

The Combined Communications Center is the initiation point for the outdoor warning sirens, is equipped with an emergency notification system for personnel call-up and community emergency notification, and maintains a 10-county operational region for the Emergency Alert System (EAS).
